BY LAWS OF THE CAGAYAN VALLEY ASSOCIATION OF CAREER EXECUTIVES (CV ACE)

ARTICLE I - NAME OF ASSOCIATION
Section 1.  The association shall be known as the Cagayan Valley Association of Career Executives (CV ACE)

ARTICLE II - OBJECTIVES
Section 1.  The CV ACE is generally created to establish an alliance of the ARE, ELPAA,  ACSE and passers of the CEOE & PESE to be a partner of CES Board and the NUCESO in undertaking CES related activities in Region 02;

Specifically, it aims to achieve the following objectives:

  • To keep alive and dynamic the ideals and purposes of the association;
  • To enhance the competencies of members as public managers and leaders and encourage them to advocate programs for their agencies and communities in the pursuit of the association’s objectives;
  • To promote and strengthen camaraderie between and among the career executive officers in the government;
  • To extend assistance to individual members in the recognition and protection of their rights as career executives;
  • To provide a forum for discussion of issues and solutions concerning members’ welfare and the public interest as well; and,
  • To implement projects that will contribute to the attainment of government’s goal.

ARTICLE III - MEMBERSHIP
Section 1. Membership - Membership is open to the following:
a. Holders of CESO, CSEE and PESE eligibilities whether or not appointed to any third (3rd) level position;
b. Graduates of the Executive Leadership Program (ELP); and
c. Passers of the Career Executive Officer Examination (CEOE) and the Police Executive Service Examination (PESE).

Section 2. Types of Membership
a. Regular - refers to the holders of third level eligibilities, whether still in public service or have retired therefrom
b. Associate - refers to all other members who may not qualify as regular at the time of his/her application for membership to the association.

Section 3. Application
The application for membership shall be made in writing on a form provided for the purpose and shall be presented to the Board for action with a membership fee of Php. 200.00.

Section 4. Rights and Privileges of Members

A regular member shall have the following rights and privileges:

a. To exercise the rights to vote on all matters relating to the affairs of the association;
b. To be eligible to any elective or appointive office of the association;
c. To participate in all deliberations/meetings of the association;
d. To avail of all the facilities of the association; and,
e. To examine all records or books of the association during business hours.

An associate member shall enjoy all the rights and privileges prescribed by the association except sub-sections a and b above.

Section 5. Duties and Responsibilities of the Members – A member shall have the following duties and responsibilities:

a. To obey and comply with the by-laws, rules and regulations that may be promulgated by the association from time to time;
b. To attend all meetings of the association; and,
c. To pay membership fees, dues and other assessments of the association.
