CVACE pursues PESE and TLPE to equal the CES Written Examination

The Police Executive Service Eligibility (PESE) and Third Level Penology Exam (TLPE) of National Police Commission (NAPOLCOM) and Bureau of Jail Management and Penology (BJMP) respectively are being pursued as an equivalent to the Career Executive Service (CES) Qualifying Examination. The Cagayan Valley association of Career Executives (CVACE) had issued a Resolution No. 001-2011 on February 25, 2011 requesting the CES Board to consider the said exams of PNP and BJMP officers and transmitted a letter to the Board on March 17, 2011.

The appeal was rationale on the consideration of CESB in allowing the degrees of Master in National Security Administration (MNSA) and Master in Public Safety Administration (MPSA) and the Career Service Executive Eligibles (CSEE) as conferred by the Civil Service Commission (CSC) as equal to the CES Written Examination.

Moreover, the two-phase PESE process consisting of a PESE exam and a panel interview established by the NAPOLCOM is an eligibility requirement for the ranks of Police Senior Superintendent to Director-General while the TLPE is the eligibility for third level positions of BJMP. Both eligibilities are congruent to the third level executives covered in the CESB.

The CVACE recommended that the CESB also consider and allow the PNP officers with PESE and the BJMP officers who passed the TLPE to proceed on the next stage of the CES Eligibility process.

The CESB responded that they will study the said request and will inform the association immediately for further developments.

The CES Eligibility Examination is administered by the CESB which is a four-stage process consisting of CES Qualifying Exam, Assessment Center, Performance Validation and Board Interview. The CES eligibility confers the third level eligibility to managerial positions under the executive branch.
